The technical elites who were ultimately responsible for the installation of the structures of the modern states in some sense “carried the states through” from the mandatory through the independence period. In other words, a study of these strata enables us to arrive at an informed understanding of what has happened to these states since independence. Finally, for each of the states, the extent to which an individual would accept or support the new political formations was largely determined by the extent of his inclusion in the administration or in other state entities such as the police or the army.

Some of these derived from the fact that the mandated states contained two powers at their centre, the mandatory and the local, with different, often opposing, objectives, not to mention the rival agendas of different French and British agencies as well as those of various local groups. This ambivalence had economic, political, and ideological aspects, and was brought into even sharper relief by the ubiquitous discourse of Arab nationalism, a supra-national ideological project with very fluid geo-political contours.
